As vice president of public affairs, Scott Keefer leads Blue Cross’ engagement with key stakeholders including state and federal officials, thought leaders and interest groups. He is responsible for developing integrated public affairs strategies to influence public policy, build a strong reputation and advance the organization’s mission of making a healthy difference in people’s lives.
Scott brings 25 years of public affairs experience and a deep background of policymaking to his role. He joined Blue Cross in 2010 after working on public policy and health care for 15 years in Washington, D.C. Scott came to Blue Cross after serving as vice president for policy at America’s Health Insurance Plans (AHIP). In that role, Scott led AHIP’s efforts to shape health care reform in Congress, playing a key role in translating insurance market regulation into public policy. Prior to joining AHIP, Scott worked as a congressional staffer for 10 years, including as the legislative director for U.S. Representative Harold Ford, Jr.
Keefer is recognized as a thought leader and expert on insurance markets, administrative law and the legislative process. Scott has been appointed to several policy-making bodies, currently serving as a member of the Minnesota Department of Health’s (MDH) Measurement Framework Steering Committee and was a member of the bipartisan Minnesota Health Care Financing Task Force in 2015. Scott is active in the local community and serves on several boards, including as Board Chair of the Minnesota Comprehensive Health Association (MCHA) administrator of Minnesota’s Premium Security Program. Scott has a liberal arts degree in political science from Washington and Jefferson College and received his law degree from Duquesne University School of Law.
